 Comparative study of crisis communication in formal President text of speech
: with a focus on Coomb's ‘Situational Crisis Communication Theory'

국문 초록
  대통령의 말은 단순한 언어 그 이상의 영향력을 가진다. 국민과의 ‘소통’이 가장 중요해진 현대사회에서 국정 최고 책임자의 말은 그 중요성이 더 커지고 있다. 평상시와 달리, 국가 위기상황이라면 더 말할 나위가 없을 것이다. 본 연구는 국가 위기 시 발표된 대통령 연설문 분석을 통해 위기 유형에 따른 위기 커뮤니케이션 전략을 비교분석하는 데 그 목적이 있다. 쿰스는 그의 이론인 ‘상황적 위기 커뮤니케이션’을 통해 위기에 대한 조직의 책임성을 기준으로 루머, 자연재해, 악의, 사고, 범죄 등 다섯 가지 유형으로 분류하고 유형에 맞는 위기 커뮤니케이션 전략을 제시하였다. 조직의 책임이 낮은 루머나 자연재해의 경우 정보 중심의 커뮤니케이션을, 조직의 책임이 어느 정도 인정되는 악의나 사고의 경우 변명, 정당화 등의 축소 전략을, 조직의 책임이 가장 높은 사고나 범죄의 경우 명성에 대한 큰 손실이 불가피하기 때문에 행동시정, 사과 등의 복구 전략을 사용할 것을 제안하고 있다. ‘위기관리는 공중관계 관리’라고 일컬어지는 만큼 문민정부라고 평가받는 김영삼, 김대중, 노무현, 이명박 등 4명의 대통령의 연설문을 연구대상으로 한정하였으며, 쿰스의 이론을 적용해 위기 유형과 위기 커뮤니케이션을 분석하였다.

영문 초록
  The words of a president possess stronger impact than a simple language. As communicative efforts became one of the most important aspects in a modern society, the government chief executive’s words have gained more importance. Such importance goes without saying especially during a national crisis situation. The purpose of this study was to analyze the past president speeches and compare crisis communication strategies for each types of national crisis. Coombs, through his Situational Crisis Communication Theory(SCCT), divided crisis types into rumor, natural disaster, malice, accident, and crime, and suggested the most suitable crisis communication strategies for each of them. For crisis types with least organization’s responsibility, including rumor and natural disaster, information-based communication was recommended. For crisis types such as malice and accident, over which an organization holds some responsibility, diminishing strategies(e.g. excuse and justification) was advised. Lastly, the rebuilding strategies(e.g. corrective action and apology) were offered for crisis types requiring high responsibility: accident and crime. Crisis management is known to equal public relations management. Therefore, this study analyzed the speech texts of four former Korean presidents, Young-Sam Kim, Dae-Jung Kim, Moo-Hyun Roh, and Myung-Bak Lee, who were distinguished as the leaders of a civilian government.
